Health Savings Accounts

The City of Stevens Point health plan is considered a Qualified High Deductible Health Plan (HDHP) under IRS Code Section 223 (c)(2), allowing individuals who participate in this health plan to establish a Health Savings Account (HSA) for unreimbursed health care expenses. Each year at Annual Enrollment, when employees enroll in the City's HDHP, they may make an election to have a portion of their pay deducted, prior to taxes, for deposit in their HSA. 

An employee's pre-tax deduction will be assumed to be the amount they wish to have deducted each pay period unless they complete a Change Request Form (See Below). Employees may change the amount elected for deposit at any time by completing the Change Request Form and submitting it to payroll. The change will be implemented in the next pay period.

In the event an employee enrolls in the City's HDHP and does not elect a pretax deposit when they initially enroll for coverage or during the Annual Enrollment period, they may make a deposit election at the beginning of any calendar quarter. 

Employees also have the ability to make deposits to their account at any time, although this will change the process for receiving the resulting tax benefits. Employees should consult a tax professional for details.

The City transfers all deposit deductions to Nicolet National Bank on behalf of its employees. Amounts in these accounts are available at the employee's discretion to pay for tax-deductible health care expenses, as outlined in IRS Publication 502, Medical and Dental Expenses. The accounts are self-administered and are subject to IRS audit, so substantiation or evidence of health care expenses should be maintained.

Group Life Insurance

Group life insurance is available to those who want to participate in the State group plan. The face value of the policy is your annual income rounded to the next thousand. You can also purchase spouse and dependent coverage. The City also provides a life insurance policy for each employee that has a face value of $5,000. The life insurance benefit differs for Utility Employees on the Central States Plan.

Income Continuation Insurance

The City offers this insurance through the State of Wisconsin. The City pays the entire premium for a 180-day elimination period. If the employee so desires, they can “buy down” the elimination period by paying a portion of the premium.
